• The Consultant will be entrusted with updating and finalizing the draft NRM Guidelines.
• This includes clearly defining roles, responsibilities, and coordination mechanisms among relevant stakeholders involved in the identification, referral, assistance, and reintegration processes.
• The consultant will also support the rollout of the NRM through developing training curricula and delivering three training sessions: one four-day Training of Trainers (ToT) for up to 20 MoSVY officials, followed by two three-day cascade trainings for 25 officials each, led by trained MoSVY facilitators.

Updating and finalizing draft NRM Guidelines in line with MoSVY feedback and latest developments. Must be reflective of and complimentary to the latest policy and operational frames in the counter-trafficking field in Cambodia. Must include the Victim Identification Guidelines, and the Standard Operating Procedures for the Protection of Victims of Human Trafficking and Sexual Exploitation. Tasks will include: Finalization of the NRM:
