• Effectiveness is another important criterion to prioritize.
• Other OECD DAC criteria may be addressed on parts of the program, in specific questions, not forgetting the contribution to the Joint Strategic Frame (JSF), to mainstreaming gender and environmental aspects.
• Beyond its accountability function, the final evaluation offers an opportunity to draw valuable lessons for Uni4Coop.
