  • Caritas Switzerland works towards a Cambodia in which human development is for everyone.&nbsp;</p><p><b>Roles and Responsibilities:</b><br />Project Cycle Management (40%)<br /></p><ul style="text-align: left;"><li>Project Planning: In collaboration with the Director of Operations, the Director of Partnership &amp; Strategy and other relevant staff develop and plan an appropriate and effective strategy and mechanisms to deliver project output timely and in high quality.
  • This is being done through SMART log-frame indicators, annual workplans and implementation plans.</li><li>Project implementation: Supervise and coordinate the implementation of the project together with the two project partners and involvement of relevant stakeholders.
  • Provide strategic direction and solutions to address challenges and needs for project implementation (own implementation and partner implementation).</li><li>Staff management: Coach, mentor, train and supervise project staff in order to develop their personal and professional skills, knowledge and understanding of the project’s goals, objectives and project implementation guide.
  • Conduct regular performance reviews for direct reports and, together with the respective staff members, establish an individual development plan.</li><li>Financial Management: Plan, manage and monitor the project budget.
  • Ensure spending is as per organizational and donor regulations, and all supporting documents are accurate.
  • Support preparation of financial reports, budget forecasting and project audits together with the Finance and Admin Unit.</li><li>Reporting: Submit timely, high-quality narrative reports in English.
  • Prepare other documents (assessment reports, case studies, stories, best practices) as per requirements.</li><li>MEAL: Supervise and support the Programme Officer MEAL in the planning and implementation of assessments, monitoring activities and evaluations.
  • Ensure the quality and timely use of MEAL data and findings to inform project steering, adaptive management, and decision-making.
  • Oversee high-quality reporting against the project logframe and indicators, and lead learning exercises and the systematic use of results, lessons learned, and evidence across the project team to strengthen performance, learning, and accountability.</li></ul><p>Maintaining and Strengthening Migration Technical Expertise (30%)<br /></p><ul style="text-align: left;"><li>Thematic Focal Point: Support CACH to maintain and further develop a high-quality migration program that aligns with government strategies as well as donor strategies and policies.
  • Lead in aspects of “migration” throughout Caritas’ Cambodia Country Program, ensuring synergies between projects within the portfolio and with other Caritas projects.</li><li>Technical Oversight of Project Implementation: Strengthen and regularly update project implementation strategies, approaches and coordination mechanisms, providing technical guidance to project staff and partners as appropriate to the context and in alignment with the Cambodia country framework.</li><li>Exchange and representation: Represent CACH at national and sub- national levels in relevant working groups, sector or network coordination.
  • Maintain up-to-date knowledge of trends related to migration, anti-trafficking and related activities (vocational training, social protection, community development and others.) in Cambodia and continuously expand the relevant network in coordination with the Director of Strategy and Partnerships.
