This position leads the financial management of the Country Office and its portfolio of projects, ensuring the integrity of financial operations, robust stewardship and compliance with HQ policies, donor requirements and Cambodian law.
It provides technical financial leadership and reliable, timely reporting to inform decisions by the Country Director and senior leadership and builds the financial capacity of the wider team.
This position acts as the primary lead for financial management, supervising the Admin & Finance Officer and Assistant and overseeing the QuickBooks accounting system.
It serves as the bridge between transactional finance and strategic financial planning, and as the main finance focal point with HQ and donors.
This position manages all aspects of financial operations within ChorogUsan Cambodia, including the implementation of best-practice internal controls, ensuring compliance with Cambodian laws and donor regulations, optimizing the utilization of restricted grants and sponsorship funds, and maintaining stringent asset safeguarding protocols.
Maintain the QuickBooks accounting system and the HQ-approved Chart of Accounts and project/grant coding structure, ensuring accurate and timely recording of all transactions.
Ensure robust internal controls.

At least 5 years of experience in humanitarian and/or development organization (including NGO and/or social enterprise) with experience in financial management position or related roles with over 1.5 year of Senior Officer such as coordinator or above.
Different trainings related to international development, compliance control, financial management.
Khmer – native, English – intermediate level required.
Proper communication skills with good reporting manner, good interpersonal skills, good coordination and conflict management skill.
Ability to solve complex problems and to exercise independent judgment.
Critical and Analytical thinking.
Honesty and integrity.
Team with proactive action and initiatives.
