• The Ministry of Rural Development (MRD) invites qualified and experienced individual national consultants to submit expressions of interest (EOI) for the position of National Communication Specialist (CS-03) (MRD-CS-03).
• The duration of the contract will be 40 Months, with annual contract extensions subject to satisfactory performance and project requirements.
• Experience in WASH communication, behaviour change communication (BCC), community engagement, and rural outreach in Cambodia will be highly desirable.
• The candidate must demonstrate strong skills in writing, editing, and producing communication materials in both Khmer and English, as well as proven capacity-building, facilitation, and report-writing skills.

Bachelor's Degree in Communications, media, public relations, social sciences, or a related field Master's Degree is preferred Professional experience in communications, preferably in the WASH or development sector, including experience in Cambodia and/or other countries in Southeast Asia for 5 years as a minimum General & Technical Skills
