Prepare and coordinate the process of developing the university's annual plan in line with the university's strategic plan, policies, and priorities.
Coordinate with faculties, centers, and relevant units to collect the annual plans, activities, and goals of each unit.
Review the consistency between the plans of each unit and the university's strategic direction/plan.
Assist faculties and relevant units in defining: Goals, Key Activities, Expected Outcomes, Outcome Indicators (KPIs), Target Values, Responsible Persons, Implementation Schedule, and Required Resources.
Prepare the university's Annual Operational Plan/Action Plan.
Prepare a summary table of goals and indicators for all units for systematic monitoring.
Prepare planning documents and requests for approval according to university procedures.
Assist faculties and each unit in defining clear, measurable, and achievable goals.
Review the quality of KPIs and Targets for each unit.
Ensure indicators have clear definitions and verifiable data sources.
Create a KPI Matrix / Performance Monitoring Matrix for the university.
Set Baselines, Targets, and actual results for progress measurement.
Ensure that the goals of each unit are consistent with the university's strategic goals.
Develop and maintain a system for monitoring the implementation of the university's annual plan.
Monitor the implementation of activities and achievement of Targets by all faculties, centers, and relevant units.
Prepare monthly, quarterly, semester, and annual monitoring systems as required by the university.
Request and collect information from units regarding the progress of activity implementation and goals.
Compare actual results with defined Targets and schedules.
Identify activities that are: Achieved as planned, In progress, Delayed, or Not yet implemented.
Monitor delayed activities and coordinate with relevant units to identify causes and solutions.
Prepare an Action Tracking Matrix to track activities and responsibilities of each unit.
Review and evaluate the achievement level of the annual plan.
Analyze results by indicators and Targets for each unit.
Identify the gap between defined goals and achieved results.
Analyze the causes of non-achievement or delays.
Evaluate the efficiency and effectiveness of key activities.
Prepare quarterly, semester, and annual review meetings with relevant units.
Provide recommendations for improvement and plan adjustments when necessary.
Identify and report on activities or goals not achieved as planned.
Coordinate with responsible units to prepare a Corrective Action Plan.
Define corrective actions, responsible persons, deadlines, and expected results.
Monitor the implementation of corrective actions and report progress to management.
Ensure that issues identified during monitoring and evaluation are followed up until resolved or decided by management.

Education Level: Bachelor's degree in Planning and Development, Management, Public Administration, Economics, Project Management, Statistics, Evaluation, Sociology, Development, or related fields.
Work Experience: At least 3 years of experience in planning, monitoring, and evaluation, project management, institutional planning, or performance management.
Skills and Knowledge: General and Technical Skills Work experience in a university, higher education institution, public institution, international organization, or development project is an advantage.
Experience in preparing Annual Operational Plans, Strategic Plans, KPI Matrices, Monitoring Frameworks, or Performance Reports.
Experience in coordinating with multiple units to collect plans, data, and reports is an advantage.
Ability to prepare annual plans and action plans.
Understanding of Strategic Planning and Operational Planning.
Ability to translate strategic goals into measurable activities and results.
Good understanding of monitoring and evaluation.
Ability to define KPIs, Targets, Baselines, and Means of Verification.
Ability to prepare Monitoring Frameworks and Performance Matrices.
Ability to analyze problems and provide recommendations for improvement.
Ability to collect, review, verify, and analyze data.
Ability to prepare statistical tables and performance reports.
High proficiency in Microsoft Excel, especially data preparation, Pivot Tables, Charts, and data analysis.
Knowledge of Dashboard/Data Visualization is an advantage.
Ability to prepare clear and evidence-based summary reports for management.
Ability to present data and results in an easily understandable format for management decision-making.
Ability to work with multiple faculties, centers, and units.
Ability to drive and follow up with units to implement planned activities professionally and diplomatically.
Ability to organize meetings and lead work progress reviews.
Good Khmer writing and speaking skills.
