• The Finance Officer is responsible for controlling the expenses made by SCI project team/partner to ensure the expenditures are incurred in accordance with approved budget, in line with SCI/donors policies, procedures and cost efficiency and effectiveness.
• S/he will work hand-in hands supporting CO finance team and project team to ensure Finance vouchers have appropriate codings (Account, Project, Cost Center, Budget, SOF, DRC, etc). The post holder will work closely with country finance coordinator for partnership and ECHO project Coordinator to build capacity of partner staff to ensure partner has sound financial managements that meet SCI and ECHO requirements.
• In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Bachelor's Degree in relevant subject from an accredited University Bachelor's Degree in Accounting/Management/Administration or equivalent as a minimum Similar working experience, preferably with NGO and INGO for 3 years as a minimum Experiences in working with NGO or sub-grant partners Fluently in English and Khmer and proficiency in Microsoft Office Proven strong accounting and analytical skills, good attention to detail Sound knowledge administrative affair and procurement process.
