About the role

Analyze the level of achievement of project results and indicators compared to the original plan.
Review the effectiveness of project implementation and management, including resource and time management.
Evaluate the level of participation and ownership of local communities in project outcomes.
Identify key obstacles, challenges, and success factors in implementation.
Provide policy and technical recommendations for ensuring the sustainability of project results after the project ends.
The consultant will conduct a desk review of project documents, action plans, progress reports, and amendments.
They will also review implementation work documents and project activity-related reports.
Field data collection will involve visiting the two target communities (Waterfall Khnar Poas Community Forest and Eco-tourism, and Prey Kbal Teuk Community Forest and Eco-tourism) to observe and verify the actual outcomes of infrastructure construction and forest protection activities.
Interviews will be conducted with community leaders, forest protection committees, community members (including women and youth), and representatives of the Forestry Administration (Forestry Administration and Wildlife).
Focus group discussions (FGD) will be organized with direct project beneficiaries.
Interviews will also be conducted with HURREDO project staff and UNDP/SGP representatives (if necessary).
Data analysis will involve analyzing quantitative and qualitative data compared to the project's Logical Framework indicators.
The draft evaluation report will be prepared according to UNDP/SGP standard format.
Initial findings will be presented to HURREDO and community representatives to gather feedback before finalizing the report.

Requirements

The consultant or independent consulting firm is required to evaluate the results, effectiveness, outcomes, sustainability, and impact of the COMDEKS-4 project implementation against the goals and indicators defined in the Project Document.
The evaluation will also capture lessons learned and good practices for improving the planning and implementation of similar projects in the future.
The consultant must be an independent party or consulting firm.
The scope of work includes desk review, field data collection, and data analysis and report writing.
The consultant will analyze project data against the Logical Frame indicators and prepare a draft evaluation report following UNDP/SGP standards.
Feedback will be collected before finalization.
