Produce a realistic, costed and sequenced financing pathway for the Senmonorom CWIS plan, supported by an evidence-based map of the actors and financing sources active in Cambodia, and to leave ESC with at least one funding proposal ready for submission.
Scope of services includes mapping of CWIS actors and initiatives in Cambodia, evaluating the public financing route, investment packaging and bankability, financier intelligence and engagement support, and delivering one submission-ready funding proposal.

លក្ខខណ្ឌតម្រូវការងារ

At least seven years of professional experience in development finance, infrastructure finance or institutional fundraising, with a focus on water, sanitation or urban infrastructure.
Demonstrated working knowledge of Cambodian public investment planning and sub-national finance, evidenced by at least one completed assignment involving the municipal, provincial or national capital budget process.
A documented record of successful funding proposals to at least two of: multilateral development banks, bilateral donors, climate funds, or corporate funders.
Ability to engage development partners in Cambodia at programme officer level or above.
Advantageous: Familiarity with city-wide inclusive sanitation, decentralised wastewater treatment or faecal sludge management, working knowledge of Khmer, and experience with corporate social responsibility financing in Cambodia.
