About the role

  • The primary objective of this final, external evaluation is to provide an independent, comprehensive, and participatory assessment of the SCP Project's performance over its entire implementation period from June 2022 to Dec 2026.
  • The evaluation is intended to assess project performance, generate learning, and ensure accountability, with clear prioritization of its primary purpose (learning vs accountability vs impact).
  • It will serve WWF Cambodia, WWF DE, the project team, donors, government partners, private sectors, and local communities and all relevant stakeholders by: Measuring Performance: Assessing progress and achievements against the project’s intended outcomes and outputs, targets and indicators.
  • Analyzing the project Impact: Determining the project's contribution to its intended impact on climate mitigation and adaptation strategies, beyond just counting activities, including numbers of awareness raising to both responsible consumers and producers, in which they are willing to contribute conservation.
  • Generating Project Lessons Learned and Dissemination: Identifying key successes, successful stories, challenges and solutions and innovations that can inform future SCP and climate-resilient development initiatives.
  • Assess whether project resources were utilized efficiently and whether intended results were achieved in a transparent and accountability manner.
  • including local communities, marginalized people, direct and indirect beneficiaries, private sector and also development partners/donors.
  • Providing Clear and Actionable Recommendations: Offering specific, useful suggestions for any possible project follow-on stages and for partners (government, commercial sector, CSOs) to maintain and expand project accomplishments.

Requirements

  • A master’s degree or higher in a relevant field such as Environmental Science, Development Studies, Agricultural Economics, Social Sciences, or Monitoring and Evaluation.
  • At least 7-10 years of proven professional experience in conducting evaluations of international development projects, preferably related to agriculture, natural resource management, environment, or climate change.
  • Demonstrated experience in using participatory and gender-sensitive evaluation methodologies.
  • Strong analytical and synthesis skills, with the ability to draw clear conclusions and formulate practical recommendations from complex information.
  • Excellent written and oral commun.
