  • BACKGROUND AND CONTEXT Oxfam’s “Social Protection and Labour Rights for Women Workers in Agri-food Sector Programme” (2022–2026), funded by Belgium Government (DGD) works with partners across Cambodia, Laos and Vietnam, as well as regional networks, to increase their capacity to influence policymakers towards more inclusive social protection and labour rights frameworks and instruments for agri-food sector workers.
  • The programme focuses particularly on vulnerable women workers in the highly informal agri-food sector, including workers in micro, small and medium enterprises.
  • The programme is structured around the three pillars of the Decent Work framework: labour rights, social protection and inclusive social dialogue.
  • It addresses challenges including climate change impacts, economic insecurity, occupational safety and health, weak labour law enforcement and gender inequalities, including gender-based violence and the disproportionate burden of unpaid care and domestic work.
  • The programme applies rights-based and gender-transformative approaches and works through 16 local partners across the three countries, three regional partners supporting learning and knowledge building, and nine collaborators, including Oxfam country offices.
  • The consultancy will draw on programme documentation, monitoring and evaluation evidence, outcome harvesting, research, policy and communication products, partner experiences and other resources generated during implementation.
  • Expected Outputs Consultancy to Develop a Final Programme Legacy and Knowledge Package CAREER CATEGORY: Consultancies LOCATION: Phnom Penh SUMMARY Start date: 28 September 2026 Assignment location: Remote / home-based.
  • The assignment will require virtual coordination with the Oxfam regional coordinator.
  • Specific considerations: Oxfam will provide programme materials and resource inventory, while the consultant(s) will focus on synthesis, editing, curation, visual presentation and final production SCOPE OF WORK The assignment covers the review, synthesis, editing, curation and visual presentation of a selected set of priority programme resources.
  • It includes the narrative overview and a structured knowledge library.
  • Oxfam will undertake the initial collection and organisation of programme documentation.
  • The consultant(s) is not expected to conduct a comprehensive review of every programme document, undertake evaluation, or independently collect extensive evidence from all partners and countries.
  • The package should cover the 2022–2026 programme period and the three programme countries, together with the regional component.
  • Priority materials may include programme documentation, key achievements and results, lessons learned, tools and methodologies, research and evidence, evaluations and MEAL products, policy briefs, case studies and stories of change, training and workshop materials, communication products, photographs and multimedia resources.
  • A clear selection and prioritisation approach should be applied to keep the package concise and practical.

  • Eligibility Essential criteria Relevant professional qualification in communications, knowledge management, development studies, social sciences, publishing, graphic design or a related field.
  • Demonstrated experience providing comparable knowledge management, editorial, publication or communications services to international NGOs, development organisations or complex programmes, preferably involving multi-country or regional work.
  • Strong skills in knowledge management, editorial writing, synthesis and the development of accessible digital publications.
  • Strong graphic/editorial design capability is required, either directly or through a clearly identified design resource within the proposed team.
  • Relevant professional experience, including experience developing publications, knowledge products, learning products, reports or institutional legacy products.
  • Excellent written and spoken English.
  • Ability to work with multicultural and multilingual teams across Southeast Asia is required.
