- Taxation / Audit, Banking / Finance, Exec. / Management SCHEDULE: Full-time SALARY: Negotiable POSITION SUMMARY Reports to: National Director The Finance Manager is responsible for advising, planning, managing, and overseeing all financial operations of the organization. This includes budgeting, accounting, financial reporting, cash flow management, donor compliance, internal controls, statutory compliance, payroll oversight, and financial risk management. This role plays an important part in ensuring the financial health and sustainability of Freedom's Promise, by maintaining sound financial management systems, developing short and long term financial plans, monitoring organizational budgets, strengthening internal controls, ensuring compliance with donor and Cambodian regulatory requirements, and providing strategic financial guidance to support informed decision making and the achievement of the organization's mission. Working closely with the Program Director and the Director of Organizational Development, and collaborating with other accounting or finance related staff across the organization, whether full time, part time, or contract based. DUTIES & RESPONSIBILITIES: Financial Management Lead and oversee the day to day financial operations of the organization Ensure all financial transactions are accurate, complete, and properly documented Maintain accurate financial records and perform regular bank deposits and reconciliations Monitor organizational cash flow to ensure sufficient funds for operations Participate in organizational financial planning, budgeting, and forecasting processes Prepare financial analyses and reports to support program and leadership decision making Budgeting and Financial Reporting Develop and monitor annual organizational and project budgets Review monthly and quarterly financial reports and analyze budget variances Prepare timely financial reports for leadership, donors, and the Board, as required Monitor program expenditures to ensure funds are used according to approved budgets Provide financial information and recommendations to the National Director and Cambodia Senior Leadership Team Donor Compliance Ensure compliance with donor financial policies, grant agreements, and reporting requirements Monitor grant expenditures and ensure all donor funds are properly managed Support donor financial reporting and audits Coordinate financial documentation required by donors Internal Controls and Compliance Strengthen and maintain effective internal financial controls Ensure all financial policies and procedures comply with Freedom's Promise policies, donor regulations, and Cambodian laws Develop, document, implement, and periodically review finance policies, systems, and procedures Monitor financial risks and promptly report any issues that may negatively impact the organization's financial integrity Coordinate annual external audits and implement audit recommendations Staff Supervision and Capacity Building Supervise and support accounting and finance related staff or contractors, whether full time, part time, or contract based Monitor staff performance and ensure timely completion of financial reporting deadlines Identify staff development needs and coordinate finance related training Provide financial insights and recommendations to strengthen organizational effectiveness Promote a culture of accountability, transparency, and stewardship throughout the organization EXPECTED PROFILE OF CANDIDATES QUALIFICATIONS: Bachelor's Degree in Accounting, Finance, Business Administration, or a related field WORK HISTORY: Experience in a supervisory or management role for 2 to 3 years as a minimum Progressive experience in finance or accounting for 5 years as a minimum SKILLS & KNOWLEDGE: General & Technical Skills Experience working with NGOs or international organizations is preferred Proficiency in financial management software such as QuickBooks or similar accounting systems Knowledge of Cambodian tax regulations for both NGOs and businesses, labor laws, and NGO financial compliance requirements Soft Skills Detail oriented and a strong team player, able to work effectively with the leadership team and with any accounting or finance related staff, whether full t
