About the role

The Procurement and Supply Chain Advisor for Malaria will provide technical support to the National Center for Parasitology, Entomology and Malaria Control (CNM) Pharmacy Unit and the Central Medical Store, ing closely with FHI 360 teams and the U.S.
Embassy in Cambodia to strengthen malaria commodity procurement and supply chain management.
The Advisor will also collaborate with other stakeholders to improve procurement and supply management systems, including site monitoring, quantification, procurement, warehousing, inventory management, and distribution in elimination and prevention of reestablishment settings.
The Advisor will also be engaging in strategic and technical proposal development, in activity planning and monitoring the implementation, ensuring adequate supply of the needed commodities with realistic target, allocation, and timely reallocation through a mobilization at the operational levels.
Supply Chain Management and Strengthening: Coordinate and support the procurement and delivery of lifesaving health commodities funded by the U.S.
Government to target populations at national and sub-national levels.
Given the importance of commodities during the transition and transfer of ownership to the Ministry of Health (MOH)/CNM, a successful handover of in-country procurement support tasks is critical.
Create and manage requisition orders, including the processes required to obtain approvals.
Oversee procurement lead times and alignment with approved supply plans.
Support importation, duty waivers, and regulatory processing, including import permits, duty waiver applications, shipment coordination, customs clearance, and delivery from ports of entry to central warehouses.
Support MOH/CNM on forecasting, quantification, and supply planning to identify commodity needs, address supply gaps, and ensure sufficient availability of malaria commodities to sustain elimination gains and support Prevention of Re-establishment (POR) activities.
Support MOH/CNM in developing and implementing strategies for the effective distribution of malaria commodities and preventive tools, particularly in high-risk and border areas.
Provide technical support on how to distribute commodities and target border areas, especially provinces along the Cambodia-Thailand border, to ensure high-risk populations have access to these essential commodities.
Provide technical support to CNM to update or develop relevant job aids and/or training curricula for commodities in both English and Khmer.
