About the role

The HR & Payroll Manager will be fully responsible for managing all Human Resources and Payroll activities across the company.
This position has been created as part of the company’s organizational restructuring.
Payroll activities are currently shared between several employees and departments.
The successful candidate will centralize these responsibilities, improve efficiency, strengthen internal controls, ensure full compliance with Cambodian labour regulations, and establish best-practice HR and payroll procedures.
This is an excellent opportunity for an experienced HR professional looking to play a key role within a growing international company while contributing directly to the development of its people and organizational structure.
Payroll Management Manage the complete monthly payroll process for all employees.
Process payroll for executives, office employees, and plantation and factory ers.
Verify attendance records, overtime, leave balances, bonuses, allowances, and deductions.
Ensure payroll accuracy, confidentiality, and timely salary payments.
Maintain payroll records and employee payroll files.
Prepare payroll reports for management.
Ensure compliance with Cambodian payroll legislation and labour regulations.
Liaise with government authorities regarding payroll-related matters.
Coordinate payroll audits when required.
Human Resources Management Manage the full employee lifecycle, including recruitment, onboarding, probation, promotions, transfers, and offboarding.
Prepare employment contracts and HR documentation.
Maintain accurate employee nel files.
Manage leave administration and attendance records.
Support department managers on HR matters.
Coordinate employee performance review processes.
Handle disciplinary procedures in accordance with Cambodian Labour Law.
Assist with employee relations and conflict resolution.
Ensure all HR policies remain up to date and compliant.
Compliance Ensure full compliance with: Cambodian Labour Law NSSF regulations Payroll tax obligations Ministry of Labour requirements Internal company policies and procedures Process Improvement Review existing HR and payroll procedures.
Develop and implement more efficient administrative processes.
Strengthen internal controls.
Simplify flows and documentation.
Identify opportunities for automation and continuous improvement.
Produce regular HR and payroll reports for management.

Requirements

Bachelor’s or master’s degree in human resources, Administration, Accounting, Finance, or a related field.
Minimum 5 years of experience in Human Resources and Payroll management.
Excellent knowledge of Cambodian Labour Law and payroll regulations.
Strong understanding of payroll calculations, taxation, and statutory contributions.
Experience managing payroll for a medium to large force is highly desirable.
Experience in agriculture, manufacturing, or industrial operations would be an advantage.
Advanced Microsoft Office skills (particularly Excel).
Experience using Payroll software.
Experience with HR Information Systems (HRIS).
Strong computer literacy and ability to learn new software quickly.
Fluent Khmer.
Very good professional English (written and spoken) is essential.
